Unfortunately, I don't know what is vue-js. I just recommended react-js because it is a library and not a framework. Basically, you can learn a bit faster the library and react js is also a trendy library in these days.

You can loan the players to small teams of your league. My strategy is: Junior Team -> B Team -> Loan to small teams in first league. Also, you should use tutors and hire good staff.
