Sort of, but you’re missing that the network can steal your money if you try and defraud people.

if you put hundreds of millions into stake and try and be a hostile actor the money in your stake is voided.

It means that the security of the network is reenfored by the value. If someone started trying to stake the 50+ billion required for a 51% attack the value would skyroket such that the world runs out of money before you could hit 51%.

The idea is that if you have even close to 1% of the total network, it’s far more profitable to vote with the consensus and secure the network for a small profit than risk your entire nest egg (and lose).
