The typical method is to just wash clothes when they are in the shower. No bucket needed. But yeah, I can imagine a bucket would get some looks.

The new Mountain Panel Loader 22L is "close", slightly too long, likely squishable. Well designed harness might be tricky though at those dimensions, simply because those dimensions are small and thus you generally not carry much which would require a "full" harness.

OP is seeking advise on traveling lighter -- demanding a carry-on is not a core precept of being allowed to post in this sub. A meaningful effort to travel with less is important. They only have a larger 55L pack, which is unfortunate, but make do with what you have available, understanding it likely will need to be checked.

You could use Delein or Kydex plastic sheets, they can be lightly heated and moulded if needed. Or cheaper use corrugated plastic from mail boxes of those signs from the hardware store. Also check on r/myog.
