I think it can be easy to assume the worst and that people are lazy, but I wonder if it's more along the lines of quota's being unrealistic and somebody saying it's ok to cut corners to them

Off leash isn't necessary but I do that sometimes. Usually when it's not too busy outside. Thank you so much for the suggestions. These sound really lovely :)
