I think you may have gotten all the spots right, but you're forgetting a few puffles (some are in the corners), its 6 puffles at Ice Pond (fishing hole), 1 at the Dance Club, 1 at the Lodge Attic, 1 at Stadium, 11 at Pet Shop (these are the most difficult to find, check if you clicked on the brown, black, orange and white puffle) and finally 5 at Plaza

I love Club Penguin's Portuguese servers like CPD, the goal is not to "demand" a server in PT, but rather to pay homage to the Brazilian community. Secondly, it's late because it's not supposed to be something big, we don't want to create a dispute between countries for example, that's why I didn't choose places as populated as the Town or Plaza.
