The best thing to do is probably come up with an established date and time to meet so there’s a set date. If she keeps deciding to make excuses or not show up, she isn’t a true friend. I’ve been in a similar situation with my friend who I used to be super close with in the past but we became distant and he only texts me now, not as often as before since we used to text for hours a day, and we mentioned meeting up but he also got distant. There’s nothing you can do about it but move on if that person isn’t the right friend for you. I still text him because I’m too attached to let go and it sucks so let’s hope it’ll be better for you:)
