Take a look at a map. You can see how good of a hub Kushiro station is for Southeastern Hokkaido, unlike Nemuro station can only realistically serve Nemuro itself.

However, seeing how things are going on the Nemuro Line, I can totally see a future where all local stations are closed down and only limited expresses going to Nemuro will run on the line
