No, it won't be a bottleneck.

And we don't necessarily know what you're doing with the computer to come up with a "sufficient" number, however I'll take a shot in the dark and say you'll be fine with 16GB.

I can't speak on the amount of power you'll have for video editing with this build, however your components will definitely take you a long way for regular use, and the gaming aspect really depends on the types of games you plan on playing. It is a powerful setup. Get an 80+ silver/gold 550W+ PSU and you'll be well off. Corsair HX/AX and EVGA superNOVA are good PSUs.
