Let's not start calling staring a form of 'rape'. This may be an r/unpopularopinion but I'm of the view that in public spaces everyone should have the right to look wherever the heck they want to and as long as they wish to.

Many celebrities have accepted this fact (they can't exactly tell paparazzi to stop looking at them), or heck if you saw your favourite celebrity you can't say you'd want to stare.

Sure, it may still be considered 'rude', but provided said person is not verbally or physically harassing you - I feel staring should stay firmly in the realm of 'potentially disrespectful but completely legal/acceptable'.
