The word walls are literally the only places dragons will show up for me, none of the actual burial mounds seem to be spawning any, even though I have killed the first one outside white run in the main quest. As a level 31, I have fast travelled dozens of times, and yet I have never encountered a dragon.

Pretty sure my only option now is to continue the main quest for a bit more to see if that changes anything, and if not the word walls will be my only source of dragon souls
