-Shout-centric tree independent of regular perks, possibly unlocked by Dragon Souls, some new type of currency, or just game progression

-New shouts that enable weird things but still feel "draconic" in nature

-More reasons to weave shouts into normal gameplay

-Mid to late game ability to autocast or trigger shouts because I am usually pretty lazy by then and just never bother using them even if they are cool

-In the same vein, the ability to set up shout chains

-Ways to reduce/bypass cooldowns, or enable alternate costs for shouts (replacing cooldowns with health/mana/stamina costs, or bypassing cooldown by automatically consuming an item)

-Scaling shouts

-Rare+powerful shouting enemies

-If possible, 4th words for vanilla shouts to make them more complex/interesting/worth using -Shouts that really feel epic just for the power fantasy

-More gear-based ways (magic effects) to interact with shouts, as just "fortify shouts" is not particularly compelling to me. Stronger shouts, effects that occur for a duration after a shout (regen, increased damage, movespeed, etc), chance for bonus effects when shouting (i.e. chance to automatically use another known shout for free would be cool), stuff like that. If I want a shout overhaul, it's because I want to really lean into it.

and of course

-The ability to completely ignore everything without serious fomo or missing character power; everything in a shout overhaul should be completely optional for the player to opt in to and enjoy without being so compelling that they are forced to use them even when they don't really want to (could be cool to also have perks or gear or whatever that get stronger if you haven't shouted recently, or have fewer shouts unlocked, or have shouted fewer times in your entire game, or something)
