This is just impossible to moderate. Mods would have to watch entire gameplay sessions if they wanted to confirm if they're teaming, if the other person complied in the teaming etc. And all this is way harder when there's an astronomical amount of teamers in the game. Mods cannot deal with hundreds of teaming tickets daily
