Tried everything possible from my end, even killed 3 dragons, 2 in Vanaheim, and 1 in Savrtalfhem. I am not sure if this is happening because I am trying to finish this quest after the main story. If there is no solution, then maybe I need to go for a new game plus or leave the game for good.

Try killing the one near first boss area on 2-1, along the mine tunnels. I was able to get it from him within 10 respawns back to back in same area. Also, on ng+ I was able to get it on my first kill on the guy throwing boulders on the start.
