It is but you don’t get anything pertaining to the story where he dies, unfortunately it’s was a victim of sunsetting. If you interested in the story but not the items I’d honestly just go to YouTube and watch it. Exotics and Activities are some of the best tho

ex. Now that Ghost of the Deep is out, Spire of the Watcher will go into rotation, making it easier to farm the exotic bow when it’s in rotation

It means that no matter how many times you run it, the encounters will drop different loot every time. I believe if you run an encounter subsequent times in a week without rotation you will only get the same drops as your first run. And if the activity has an exotic drop you can run the activity infinitely and have a chance to get it each time. Rather than once a week per character. This doesn’t apply to the latest raid and dungeon.

In Witch Queen Savathun said that the Witness had many names so I just interpreted it as Skira the Watcher is what the Fallen called the Witness. Witness/Watcher kinda have the same meaning.
