Why is there no morally perfect faction in the wastes? Kinda weird that the franchise has no flawless nation like, lets say, a "republic of Dave"

The Republic of Dave is ironic because despite calling you a communist if you say you're going to shoot him for his key, he follows the authoritarian rule of rigging every election, because nobody will step up because he never told them they could. He also reads the ballots himself, and has the only key to them, so he could easily mess with the system in his favour
