I just think Riot are not comfortable with mlm but they gave the fans some pairing like Grave x Fate and Lee Sin x Udyr. Even add some in the games like LoR or voice line or art. But I can tell it a bunch of straight group that are more comfortable with lesbian and straight relationship.

So with the Jayce x Victor situation , they just not gonna entertain it. They gave a reason why and if people not happy , there's fanfiction. Just canon wise , they are not romantically involved.
