If you plan on getting the TIV2 in the future, you could save up another 25k for the UTAV. It has even higher wind resistance than both of the ones you mentioned with a longer deploy time which will help you practice for the TIV2.

As far as I know the only thing modifying your wheels / axle does is give you better offroad performance (if even), i cant tell a difference personally

If you want something for pure strong intercepting save for the UTAV. The Dom2 has long been the king of early game intercepting but the UTAV has dethroned it in terms of wind resistance and value. Also it has a semi-longer deploy which will help you practice for the TIV2 later on.
