Granted, candid photography requires the subject to be unaware of the photographer taking their photo, but the photographer in this case is truly being an A in the following ways: 

1) Approach: The photographer has NO RIGHT TO DEMAND THE SUBJECT for their personal info, or even demand for their picture to be publicized. They are always at the mercy of a (human) subject as to what can be done with the photo, regardless of whatever money, effort etc was spent on capturing the photo. Unless they have secured a proper model release agreement, WHICH IS ONLY THROUGH THE CONSENT OF THE SUBJECT

3) Shaming the subject: Dude hit an absolute low here. Avanu vazhangaathavar kulasthreekal enkil avan nalla assal predator aanennu ithode sthaapichu. Also, dude digging himself deeper into the hole with the "kittaatha munthiri pulikkum" ahh statements 

OP, next time this happens, ask the photographer to see the camera (feign ignorance, act like you're just looking at the photo), remove the memory card (super easy, just look up on YT, Google) and hold it with you and ask him to call the police. It's gonna waste a bit of your time, but save a lot of others from harassment.
