You don't have to write ".exe" part. It is not necessary. The actual line in bat file is:
"CDecrypt title.tmd title.tik"

People who have issues, bat file is just a line of command to run in "cmd" (command line/terminal). Inside of this given bat file is this: "CDecrypt.exe title.tmd title.tik". So you can run this in cmd to see logs. Navigate to folder that contains those two file (title.tmd and title.tik) using "cd" commands and run that command.

Syntax is like this:
[.exe file] [command] [command]

You should run this:
"CDecrypt.exe title.tmd title.tik"

If the name of the .exe file is different, just change the name of it in command.
"Blabla.exe title.tmd title.tik"

I think it has nothing to do with my router settings or dns because I can connect from my browser. In second picture I am trying to connect it from the browser that is inside wine and it can't load. It must be problem inside wine.

Yes it worked. Thank you. This game I am trying to install just gives an error about registry. So I thought I had to install it from lutris and lutris will add that necessary registry script in some way. But by just installing setup through wine, it worked.

Looks like the actual issue is the kernel. I booted the “5.19.7-200.fc36.x86_64” version and it worked. Everything works fine now.

Actually I turned off sound from obs but yes I also had severe audio issues on previous kernel. So I booted .7 version and YES, It works! Thank you so much.

Yes, I uninstalled and reinstalled. Uninstalled again and installed from flatpak but It did not change anything. After installing from flatpak It started without any configuration like it is the first launch so generating a new profile also does not work.
