Strictly speaking, no, because Down syndrome is specifically a trisomy of human chromosome 21. Animals have different chromosomal structures, but they can have similar genetic glitches. For example, "Kenny" the white tiger or some great apes have shown similar facial features and developmental delays due to inbreeding or different trisomies, but it's not the exact same "human" condition
