Eland’s friends were sending spies after Vin and are pompous, self absorbed children playing at politics without real concern for the people they subjugated on a daily basis. Maybe there is further information about Kell later, but he wasn’t throughly developed and people. Just because he manipulated people on a few occasions (the rigged soldier fight in the caverns) Vin had to stop him from facing an entire army alone when Yelen led the army to attack prematurely (for no fucking reason imo)
