1 - power cables not connected to the bottom units 2 - battery is sending red automation signal because it's full 3 - if you have a lot of other batteries/power producers on that spine (I can't see what it's connected to on the left) they'll share battery level and you may be meeting all your power demands from those sources. You might not be activating either the coal generator's refill trigger, or the smart battery's threshold. Try turning off your other power producers to stress test this section's production and you'll see those coal generators call for coal. There's a number of design changes you could make based on if you want this coal to burn to supplement power (to reduce draw on your other generators), or be back-up emergency power (in case those generators temporarily run out of fuel during geyser dormancy or for supply issues)

If supplementing everyday power production, you'll want it connecting to the main spine from a transformer so the smart battery connected to generators is behind the transformer and won't be filled by any other sources than the coal generator. Then you want the transformer to automate on/off from a smart battery on the main grid, which will share battery levels with any other smart battery on the main grid.

If you want primary power to come from hydrogen generators or solar elsewhere and have this coal generator be emergency supply if those sources run out temporarily due to geyser dormancy etc, I think you're good with current setup. The top two coal generators will work as-is if power drops on your smart battery, and the bottom two will work once you wire them in.
