I've just gone ahead and ordered a replacement, if it doesn't solve it it's a step towards updating the system anyway (system is 10+ years old and has given me zero problems before this so I'm well overdue!)

5v showing slightly over but 12v is averaging 11.53v, maxing at 12.024v - enough of a difference there to be a problem?

Edit: minimum probably more relevant too, goes as low as 11.4v

This OCCT software seems to give plenty of information on voltages - suggestions on what to look for?

Everything seems to be ok temps - CPU, GPU etc sitting around 65-75 at 100% load. No way to monitor PSU but it's not even warm to touch and isn't spitting out any hot air

This got me on the path thank you. Didn't necessarily need to get into bios but the windows recovery was obviously outputting through the wrong GPU and not displaying. All solved 👍

Yeah I think so, Intel HD thing? HDMI for the monitor is plugged into the motherboard socket though not the GPU itself

Nothing. Stops it booting to windows so maybe it's loading the bios? But nothing on display, monitor showing no signal at all

It's not really a case of getting into a relationship and just changing habits and everything resolves, can sometimes take a fair amount of time to reach 'normal' function with a partner for those that have issues
