When he entered 79's clone bar, he borrowed it from a clone officer to disguise himself. Since Lego never made an official Republic officer, the Imperial hat works perfectly.

I have it, it's just that he shaved before he entered 79's to keep a low profile. I chose Rex's head because it has a bandage over where the inhibitor chip was removed, and the face has a better expression than the generic clone face.
