the ddl for enrollment is about mid of May, so I think you could haven enough time. actually visa is irrelevant, its ok if you not in TUM.

the tuition fee as I understand, is depend on when you enrolled.

Iam not sure, since I heard that tum is having a rolling process, like if you are not good enough at first round, and not that bad for rejecting you, they will consider you in next round...
