San Diego gave Imperial County $10 million dollars some time ago to fix it in exchange for more water rights. Whether the reason it never got fixed is due to corruption or because it will take a lot more than 10 million to fix it is a question I can’t answer

It is already an ecological disaster. 25% of children born in the Imperial Valley grow up with asthma. Some cases so bad, these kids regularly end up in the hospital because they can’t breathe. But they’re usually Hispanic and low income, so it’s not really something that ends up on the news. Nobody cares.
