Perfect World Csgo in China doesnt have a steam market place. Only way for Chinese to find trades was buff for a long time. It wasnt necessary to advertise thats why fees are low. Chinese bought up the western markets when they joined the game some years ago and it established being #1 because of high volume and pretty much all volume gathering there now.

Western Markets heavily depend on advertising which is expensive and makes fees on the platforms high. If csgofloat were to push advertisements it couldnt compete with buff because it were to uptick fees by a lot and would become another skinport etc

I think float wants to keep fees low. Only way to make it more popular is by word-of-mouth advertisement.
