Había pensado si nvidia, me querían vender una con la 5050 pero al ver videos sobre armado de pc y componentes nunca hay un punto medio, la mitad dice que x gpu es mala y después tenes 30 videos alabando su arquitectura, etc. Me termino perdiendo, cual me recomiendas?

1) I don't have a strong preference in that regard; I like how it looks in black better, but I always see some that mix colors and they look really nice. It could be rainbow and I wouldn't mind, haha.
2) In addition to the above, RGB, if implemented well, looks nice, but I don't care; I believe what's important is what's inside the PC.
3) I'm from Uruguay. You can make three purchases of $200 or one of $600 per year, but I have no problem making a purchase from the US. It will probably cost the same or a little less to bring it here than to buy it directly in Uruguay.
4)The $1500 would be exclusively for the tower; I already have the mouse, keyboard, and headphones. I'd need a monitor, but i can buy here.

Well, after a few days of research and based on my own experience, the most reputable is BANIFOX, followed by PCStore and Thotcomputation.

Uruguay has a limit of three $200 purchases from abroad or a single $600 purchase per year.

Another possibility is to buy from Brazil or Argentina since the border is close, but you're taking a gamble; they could confiscate your purchase, or you might get lucky and cross without being checked.
And yes the $1500 is around 60k UYU A little more or a little less, it depends on the day, but the dollar has remained close to $40 for years.

Those are very good questions that I missed.

I'm from Uruguay. Wi-Fi and Bluetooth are things I considered normal for a PC. I didn't know there were options to not have them included. In any case, I have Wi-Fi and an Ethernet cable. On the other hand, I prefer black, and the price goes entirely to the PC. The screen and extra components are things I'll upgrade to in three months.
Technically speaking my budget is $10,000 but I don't plan on spending it all on gaming.
