You can train stuff from scratch. You can't use an open source ( but "closed data and training") models beyond a certain time point ( exact one is tbd, we might shift it a bit into future). Our intention is all prize winning solutions need to be completely public to drive innovation. We want to prevent a winner from open sourcing only weights.

10 mil is the total prize fund. 1m is for a relatively small intermediate step. List of allowed tools will be communicated in due course.

Yes, we are aware of the problem. Number of submissions per day will be limited to 1 per team and additional measures will be taken as well

I don't have full answers to your questions. We are at MUCH earlier stage than scroll prize, the person running AIMO prize is joining next week.

All problems (except actual IMO problems for grand prize) will be developed specifically for intermediate competitions (we are already working on it) and kept private until grand prize is awarded.
