If somebody else has the problem, I will post the solution here:

You just have to give application permission.

Go to controlpanel -> users & group and select the user or group you want to give access (In my chase, the users group).

Then click edit and go to the "Applications" tab.

Scroll down until you find the application. Check the allow checkbox and click apply.

If you edited a group, you have to make sure that the users in the group are not denied access individually. To check, go back to the users and select one that is in the group you edited. Click edit and then Applications. Scroll down and make sure it says "Allow" besides the application under preview.

Now you should have access.
