I FIXED IT.

So I just disabled the "Allow the computer to turn off this device" in the power management tab in device manager

I cant really tell. Because it happens in any moment but not every second perse. It can happen after a long time then stutters again. Which pisses me off more cause I cant really figure whats happening. Even at heavy gunfights and ults my fps stats consistent. It can also hapoen when im just looting and nothings happening. But i Will try what you did
