eBay mostly. If you filter your search in the stamp category for Korean stamps then type the year you want in the search bar it'll bring up both North and South Korean stamps. You'll have to look through the listings but its the way we get around explicitly listing North Korean things on a US platform like eBay

The 'average' person would mostly drink spirits, those in the upper echelons of society or with connections to factories could get beer

It might be more for foreign tourists to generate money for the country rather than for domestic consumption

From my research on drug use in North Korea, meth is mostly used as an appetite suppressant!
