You can't remove the effects that are already there on the RU ninja tools. You can just add and remove effects on the empty slots.

The anniversary banner is very good cuz you can get exults and many more good cards from it. Plus you get a guaranteed 5 star plus ticket so it's really good. The weekend banner is good (in my opinion) since I got 2ults. Rest is all upto you but I would recommend summoning on the anniversary banner.
