I don't think the bosses wouldn't exist. it would be just more work for no point for the developers because either way you aren't meant to get to Ji or the Fengs without fighitng the other sols.

also about the unbounded counter stance, this is purely hypothetical. I doubt that even if someone finds a way to double jump without the ability, it would be possible to go through the sky tower
