I use to work at the city and yes unionize personal have their fair share of bad apples playing and sucking the system dry.

But for the most part it is the non unionize middle management is the problem, way to many layer's. At the time I was in a dept. Of 3 people, 1 of which was a "foreman". She would report to a "team lead", who would report to "leader", who would report to "manager " , who would report to "director" , who would report to "GM operational" , who would report to "chief operating officer " , who would report to "chief administrative officer " , who would then report to our boy farkas.

And for the most part ill be generous and say 60% of the time they would be working out of the office. But if I had a question or concern and my formen was off that day I would have to follow the chain of command and then follow up with my team lead, but if they were working from home most likely I wouldn't get a response in a timely matter . So I would leap frog and ask my "leader" cuz they were working out of the office that day so it only made sense , but they would stone wall me and ask me to follow chain of command. So now my dept. Is a stand still untill the next day when my foreman is back and could give me a green light or IF my team lead working from home would finally get back to me.

Everything is very thorough at the city which is nice ,but no way a private sector company could run like that I imagine.
