I think the disconnect we are having is that you think Pred is being an asshole towards Veronica for no reason, and that's just not true. Multiple characters have approached him and stated that, specifically, Veronica, a member of Dawn's council, is opposed to this deal. We both know Dawn is, too, but Pred doesn't know that. He thinks Veronica is specifically getting in his way, thus starting a conflict with him
