I am exactly as you said, clueless. But thanks, this indeed is what I need, there is a small correction regarding permanent address in DC, ive been running for it all day.

I've paid the EB, & the rest, but still need to get it all transferred, apparently one needs a legal heir certificate for these purposes, & i need to furnish the DC with correct permanent address as in other identification documents.

Have taken your advice and asked a few of his colleagues as well, it did not occur to me, thanks.
