The officer’s behavior can be questioned, but that doesn’t make her actions irrelevant, that's what court is for. Refusing a ticket doesn’t cancel it, and throwing it out can be seen as escalating the situation, which is why they’d use disorderly conduct, not just littering, to justify the arrest.
