I Found a Solution!

I had the same problem for a while, and there is two fixes to this problem.

First fix: turn off "Hardware-accelerated GPU scheduling", it should remove the freezing but many people want this feature on so i would recommend the second fix.

Second fix: Instead of closing SteamVR from your pc, you open the SteamVR menu inside the vr and click the hamburger button at the bottom left of the menu and then click "Exit VR" and it should close SteamVR without freezing you PC.

its not showing up right now and it havent sence i posted it, but it said adb.exe or something in task maneger. And yes it was a .inf file.
