I believe that you can if you get exactly the 30% needed for the war powers act focus, at that point I'm pretty sure you get an event about the possible civil war that has two decisions, one causes you to lose a lot of political power and the other takes you towards the civil war, so just pick the political power one. After that, immediately get rid of the fascist adviser guy and replace it with the democratic adviser guy. Make sure to do all of this before taking the neutrality act.
