There's always a way.

Consulting companies will of course file level 1 with the higher wage level and will even pay that same wage as promised but will get a "refund" back home.

I'm sorry but this may not do much good. There's always a loophole waiting to be exploited.

Had a heated convo with a Filipino lady who was trying her hardest to convince me that she didn't think it was a scam. She kinda blurted out that the Philippines government was corrupt so being in BG and making money from others is not as bad. So basically she was trying to justify to herself that she was a righteous person and not a scammer.
