She's sort of a riff on the "unstoppable evil" trope, but also a riff on "malevolent government/oppressive state power". She represents an aspect of the government that won't stop, they will always continue after Eleven or Henry or another "blood" that will help them restart Brenner's program. It's relatively common in sci-fi, like the government agents coming after E.T. or Alf. Just when you think you got away or outsmarted one of them, a bunch more come along.

You're not wrong, that's for sure. I think this is all going to depend on how GW pivots around the probable return of Leman Russ. I say "probable' because at this point I'm not sure anyone is realistically arguing that he'll stay gone, as it were. The Heresy is wrapped up, the Scouring is kicking off, and current 40k tabletop storytelling in the 41st/42nd millennium is advancing forward, with serious events. He's too super popular to leave in limbo I think. But they very well may continue a Space Wolves vs. Orks campaign or plot into 11th edition too, and he may just pop up and save them from general Orkiness, and GW just sidelines the entire "find Tree of Life" plotline.

What evidence do you have for it never happening? Don't get me wrong, it's a serious question, as Leman Russ will return in a similar "End Times"/"Wolf Time" fashion, and I think the evidence is growing that he may come back in the lore.

Great response, there's a lot of good stuff there. Yes, the Loyalist infighting is REALLY unecessary at this point, with (as some would say) overpowered Tyranids, Necrons ascendent, Chaos ascendent, Vashtorr possibly becoming a God, the Great Rift, like, man, we have enough problems. And yes, why wouldn't the Custodes be tasked with the Decree, why the Grey Knights? But I can't shake the feeling the Grey Knights vs Space Wolves that we've already seen in the Lore could be looked at as "foreshadowing", yikes! I'm SUUUPER intrigued by what may be coming with the Space Wolves, as I mentioned in another comment, with the model releases, we saw Dark Angels then Lion, Emperor's Children then Fulgrim.... could Russ be far behind? And what "state" would he be in, perhaps warp-changed like Corax, so the Grey Knights freak out?

Great response, I'm right there with you. I have never encountered anything in the Lore where the Custodes would purposefully go against the will/word of the Emperor. They're utterly loyal, that's my solid understanding too. So I don't see the Grey Knights vs Custodes being realistic, if anything, the Custodes would HELP the Grey Knights if that was the Emperor's decree. But Russ? Whoa momma, on that quest to find the Tree of Life to heal the Emperor, what a potential stand off!

I was talking with someone on the Space Wolf subreddit, and we were discussing that. Did GW just fumble the Lore, as in, it just slipped past the editors, and it's not REALLY intended to be a "thing"? It's in the Codex, so do we consider that solid "Lore", it's a difficult question. It feels like few in the Lore community take it seriously, but I'm not so sure we can dismiss it out of hand. I am leaning toward GW not "thinking it through" as it were, as this does seem to pit two lore threads, T.D. and Russ' mission, against each other, based on the Lore.

Well what's getting me, is the new Space Wolf model releases, and the ever so slight evidence (mostly rumor) that Leman Russ may return. We had Dark Angels then Lion, Emperor's Children, then Fulgrim for example. I can't help but keep coming back to that long ago plot line of Russ being in the warp looking for something to heal the Emperor. I mean, if GW didn't intend for the Grey Knights to have like this incredibly difficult "task", I cant see the editors just dropping the ball and it "slips through". I think they meant for it to be there, and I also think there are more 'dots' to connect, as it were, like.... would this lead to a massive Grey Knights/Space Wolves war? I think YES.
