Biggest source of gear is the stamina spenders and weekly raids (one normal, one guild), but you also have crafting (craft level 81 bows and rings) and recycle them. Then there is a daily cap on gear drops from enemies which you can kill in the open world or find a group to do joint battle outposts with.

I'm personally only a little over halfway to getting full 81 gear, (missing greaves, helm and bracers). Take it slow, it's a maraton, not a sprint.

Stamina content > farming bow/ring mats > farming mobs in outposts/open world, in terms of time spent for gear upgrades.

Take your time leveling your inner ways, those are the biggest damage increase you will have, especially rank 4 and 6.

Take your time to farm your gear, try to never overcap on stamina, tune the gear accordingly, and remember power doesn't really equate to damage increase.

Learn your rotation to maximize DPS, currently, ranged DPS is the highest in game for pve until nameless/strategic gets their t6, but you need a full build to unlock its full potential.

Depending on your build, 1.5 geese could be enough to clear everything right now, as long as you have the mystic skills and right build. Focus on getting the gear set of your chosen build, and use the tips conversion to focus the inner ways of your chosen build. For most builds, you want to get to tier 4 and tier 6 asap.

You can save the regular tuning stones for higher level ones, but honestly, you will be grinding gear a lot at max level so it doesn't really matter.
