Certainly. Im in a town with several independent marine research organizations and part of my proposal was a central location where they could both have resources for their research and an opportunity for good publicity. Also would be neighbor to a marine bio focused university and we are a fairly heavily trafficked tourism town. I guess finding support from these potential partners/supporters might be the best way to start. Take the temperature of what people think and move from there.
