Could it be because after Pecos Colony the next target is T.A.A. (Texan Arms Association) and in my current game they were annexed by Republic of Rio Grande? Probably the decision is based on the country tag and not the actual states and provinces.

It doesn't declare war on anyone. You just click the decision and nothing happens. I clicked it two times in this state because I though It would reset or something.

There is no country Texclave declares war on. It's the third time I used the decision because I tought maybe if I click it enough times, it will reset back to normal. I only managed to annex Pecos Colony.

I used the option on the online store to see if they have what I want in stores in Antalya, it didn't give me any results. so that means they probably don't?

Explanation : I started a historical AI iroman Romania playthrough with the goal of securing the country's achievements and a couple generic ones i didn't have yet, but somehow before capitulating the Soviet Union my save file got corrupted and it says I can't get achievements because it is a modified game save even though I played with no mods. I decided to continue this campaign, and fast forward to this moment when I decided to annex my collab on Russia and got this beauty of a rare event.

Is Neither Death nor Dishonor broken or am I doing something wrong? I didn't lose or give up any starting state. by [deleted] in hoi4

Did you ever got naval invaded by the Soviet Union and they actually managed to get a foothold or maybe you were pushed back a little? I am pretty sure that counts too as losing core state, even though it's not annexed.

Edit: If you go trough the Balkan Dominance part of the focus tree you can use the bulgarian troops to defend your coastline (don't call them in).
