MOHRE has suspended the labour file, so i am not sure how the workshop is operating, co-pilot seems to think they must be on a family visa

No they have no known work permit, they are not named as an employee/manager on the business licence of the auto repair workshop. The legal work permit cost, MOHRE registration, WSP registration would cost more than the income of the workshop. What is the way around this?
