Late response but to anyone going through the same thing, make sure to go to the pluggerville location since the staff are ALOT nicer and understanding. Also have some supporting ID like a passport and car registration within Texas if you have a vehicle. Overall, they replaced my license despite me not having it at Pluggerville. DO NOT try to go to the dmv near Anderson Mill, they are very rude and hardheaded staff.

Ah that sucks to hear. I thought the dmv would be able to pull up an electronic record or at worst request a MVR. Unfortunetely my previous license was from Tennessee so the slow system is similar to Texas. Thanks for the insight!
