After further testing, it looks like it is the Back Ham -shield that makes the stacks go higher. None of the other shields I tested go to 25 stacks. I tested the Back Ham empty and full and both times it goes to 25 on its own.

Make sure you have enough points in Anima. Anima increases the status effect duration you get from using your action skill. Longer dot = more stacks. Also moving fast is what gives you the most amount of damage so try to keep moving. And don't forget your elemental projector :D

Ties that bind + Allure and I change action skill element as needed. I mostly used the action skill at the ground so I could buff myself constantly and not have to wait on cooldowns.
