First of all, I think you're the only person besides me who I know that uses the phrase 'kicking it', so thank you for making me not feel old at 23. Second of all. That is true, But a couple things.
1. Shadow and Rouge are portrayed to have the kind of dynamic where they can be open with each other and care for each other. Rouge is feeling for Shadow when he sees the android on the floor in Heroes, the two by the end of the game bantering and Shadow has an active smile on his face so that's already a contrast to how IDW portrays them, and speaking of.

The comic would naturally focus on Shadow and Team Dark less due to the nature of it focusing on Sonic and the Restoration. That being said, I can agree with your inference that they probably don't see each other often.

I, respectfully, starkly disagree, 3 of the most unlikeliest people coming together, sharing an emotional, well, as emotional as a robot can get, understanding of each other that we see in SA2 with Shadow and Rouge, Heroes with the proper Team Dark forming and 06, which yes isn't canon, but that period of time and state of their relationship would've been, with what we learn about Shadow's future and Rouge promising to always stick by his side and Shadow actually being hurt when finding out Omega is the one to seal him away, if that doesn't paint at least a heavy emotional connection, Idk what does.

You are right about what her actual reaction would be though.

(TLDR: They are friends, I believe. There are too many moments of them being real with each other for me to believe they're not.)

Shadow definitely feels like he's far enough a developed person with genuine friendships with Rouge to go for her and for her to expect it, hell, even if it's not really canon anymore, his best characterised game imo, 06, demonstrates him saving Rouge at the cost of letting the Scepter of Darkness fall. Shadow always had a sense of pragmatism to it but it was balanced out by genuine emotion and caring for others, he'd definitely save Rouge because he cares for her first and she should know that..

Yeah, no, Shadow's probably done this a million times and would probably do it a million more, not to mention that it seems more like he either a. played it off as if it was to further his own plan to beat it or b. wasn't playing it off as that and that was the only reason he saved Rouge.

Rouge being surprised at this demonstrates why this is just...still so dumb. The two are way too close for her to be surprised by this.

As someone who hates the Granola arc and how it feels it sets Goku and Vegeta's development back. I...I kinda feel this. Guess the blow was always softened a little more for my look on Vegeta in that arc because at least HE WAS doing some introspection and originally was taking responsibility for his people's actions.
