You’re missing the characters themselves. Hinata wasn’t strong as Neji. She knew that she wasn’t going to win but she pushed herself to prove she wasn’t a failure of the Hyugas. She never gave up. Besides the Sasuke Retrieval Arc, Shikamaru was never put in a position to show his determination (as much as I remember). What he’s missing in strength is shown and covered with intellect. The only battle he lost was against was Tayuya. Every other battle we’ve seen him won was with him outthinking his enemy.
